Quebec Entrepreneurs Program

Who Can Apply:

You can apply as a Quebec Entrepreneur if you:

  1. Have net assets of at least C$300,000 that have been legally obtained with, where applicable, your married or common-law spouse provided he or she is accompanying you.
  2. Have been managing with or without your spouse for 2 years out of 5 years preceding the application in a business with at least 25% equity 

How to Apply:

You can be a Quebec Entrepreneur in two different categories or Components as they say: 

  1. Ability to carry out a business project Component: You submit a business project with the purpose of creating or acquiring a business (agricultural, industrial or commercial) in Québec that you will manage yourself or that you will participate in as management and operations partner on a daily basis. You must control, alone or with your accompanying spouse or common-law spouse, at least 25% of the capital equity with a value of at least C$100,000. 
  2. Acquisition of a business in Québec Component: You have acquired in Québec, alone or with your accompanying spouse or common-law spouse, at least 25% of capital equity in a business (agricultural, commercial or industrial) with a value of at least C$100,000. You must manage the business yourself or participate in it as management and operations partner on a daily basis.

Conditions: You must comply, for at least one year during the three years after obtaining permanent resident status, with the following conditions:

  • create or acquire, in whole or in part, an agricultural, commercial or industrial business established in Québec where you hold at least 25% of the capital equity with a value of at least C$100,000 and which will employ, on a permanent basis and for a minimum of 30 hours a week, a Québec resident other than yourself and accompanying family members. The agricultural entrepreneur is immune from the obligation to create or maintain full-time employment;
  • participate in the daily management and operations of the business.

Process:

Preliminary evaluation of the application

The Centre de services aux gens d’affaires (CSGA - service centre for businesspeople) or the Québec Immigration office covering your country will verify whether all the documents have been included with your application and send you an acknowledgement of receipt. It will also send you a list of missing documents, indicating the deadline for providing them, where applicable. If these documents are not received by the deadline, your application will be refused without further notice.

If you pass the preliminary evaluation process, you are invited for a selection interview.

If an applicant does not qualify for Canadian Immigration under this class, we will advise the applicant on why he/she can’t apply at this stage. We may advise of what to work towards and achieve in order to qualify sometime in future.
